Residents of Cipinang Besar Selatan in East Jakarta, whose houses have been affected by the kampung deret (village of row houses) program, are complaining that they have been forced to pay Rp 1 million (US$87.52) to “a supervisory consultant” in return for helping them write financial reports.

Kampung deret is a project championed by Governor Joko “Jokowi” Widodo’s to consolidate houses in narrow alleys. Maximum funds of Rp 54 million are allocated per house.

Noce, a coordinator for the projects in neighborhood unit (RT) 10, said that the consultant had instructed them to prepare reports on the use of their funds, which were then to be returned to him.

“We tried to write the reports by ourselves, but the consultant said our reports were wrong,” he said, adding that he did not know the name of the consultant.

Noce said that the consultant had offered to help them make the reports for Rp 1 million each and said the residents only needed to put construction spending receipts in an envelope and write their names and total expenditures on top of the envelopes.

“Pak Arum [the consultant’s staff member] collected the money after we received the second phase funds,” he said, adding that the Rp 54 million in funds were given in three stages.

According to Noce, Arum never returned after collecting the money.

He said that at first, the consultant asked for a fee of 2.5 percent of the funds in a meeting, but after negotiations, the fee of Rp 1 million per house was agreed upon. Over 100 houses in Cipinang Besar Selatan have been renovated under the kampung deret program.
