President urges immediate implementation of village bill

President Susilo Bambang Yudhoyono has asked Home Minister Gamawan Fauzi to immediately finish drafting a governmental regulation (PP) to implement Law No.6/2014 on villages, which would allow budget disbursements to them.

“I have asked the home minister to immediately complete this implementing regulation so that I can sign it in May,” the President said in a national meeting and a seminar held by the Indonesian Association of Village Administrations (Apdesi) in Yogyakarta on Monday.

Yudhoyono said the drafting of a PP usually took around three to four months as several ministries should provide input. The President said, however, that he had asked that the village bill be implemented immediately for the sake of economic welfare in the villages.

“What has motivated the government to issue the village bill is that we want to make villages more developed and prosperous in the future,” Yudhoyono said.

In his remarks, the President said Indonesia could become a developed country if all of its roughly 72,000 villages were developed. He expressed hope that the village administration system could improve and that the village budget could be used to build capacity for village officials. Economic activities should improve as well with a greater opportunity for women’s involvement in governing the villages.

“Around 10 percent of the state budget transferred to regions must be allocated for villages, could total around Rp 1.4 billion [US$123,200 per village],” said Yudhoyono.

The total budgetary allocation for regions amounts to Rp 590 trillion per year, according to the Home Ministry. Gamawan said that after the PP was completed, that money could be disbursed.
